How much does an apartment in Podgorica cost per square metre?
In 2026, apartments in Podgorica most often trade in our own transactions between roughly EUR 1,300 and EUR 2,600 per square metre. The cheapest stock is older apartments in Momišići and on the edges of Zabjelo and Stari Aerodrom; the middle is held by Zabjelo, Stari Aerodrom and Tološi; the most expensive is new-build in City Kvart and Master Kvart plus prestige addresses in Centar and Preko Morače. Budget roughly 3% transfer tax plus notary and cadastre fees on top of the asking price.

What you actually pay per square metre in Podgorica, area by area — and which costs land on top of the advertised price.
What actually sets the price per square metre
Buyers almost always open with a question about the average price per square metre in Podgorica, but a single city-wide average is of little use. On the same street, the gap between a 1980s fourth-floor flat with no lift and a new build with a lift, a garage space and underfloor heating is easily several hundred euros per square metre. Four things set the price: location, the age and build quality, the floor and whether there is a lift, and whether parking or a garage comes with it.
A fifth factor is legal status. An apartment without properly registered ownership in the cadastre, with unregistered extensions or with an encumbrance, sells below market — and for good reason. When you compare two apparently identical listings and one is markedly cheaper, the first thing we check is the title sheet, not the quality of the bathroom.
Prices by neighbourhood in 2026
The ranges in the table below reflect what we saw in our own sales and negotiations during 2026, not advertised prices. Asking prices in Podgorica are generally somewhat above achieved prices — with older stock the gap between asking and achieved is often a few per cent, while for sought-after new build the room to negotiate is minimal.
| Neighbourhood | Range EUR/m² | Typical stock | Who it suits |
|---|---|---|---|
| Momišići | 1,300 – 1,650 | Older flats, 40–75 m² | First-time buyers on a budget |
| Zabjelo | 1,450 – 1,850 | Mixed older and newer, 55–95 m² | Families needing space |
| Stari Aerodrom | 1,500 – 1,950 | Blocks and houses, 50–110 m² | Families and long-term owners |
| Tološi | 1,500 – 2,000 | Houses, duplexes, land | Buyers who want a garden |
| City Kvart | 1,900 – 2,400 | New build with garage, 40–90 m² | Investors and landlords |
| Master Kvart | 1,900 – 2,400 | New build, 40–85 m² | Relocating foreigners |
| Centar / Preko Morače | 2,000 – 2,600 | Prestige addresses, 60–140 m² | Buyers who prioritise location |
Costs on top of the purchase price
Buyers often budget to the last euro for the purchase price itself and are then caught out by the associated costs. On transfers of property that are not a developer's first sale, real estate transfer tax applies, alongside the notary's fee, the cadastre registration fee and, if you are borrowing, bank valuation and processing costs.
The rule of thumb we give clients: set aside roughly 4 to 6 per cent of the price for all associated costs together, and keep that reserve separate from your mortgage deposit. Confirm the exact rates and fees with your notary before signing, as they change.
- Real estate transfer tax — at the rate in force for transfers that are not a developer's first sale
- Notary fee for drawing up and certifying the sale contract
- Cadastre fee for registering the transfer of ownership
- Bank costs if the purchase is mortgage-financed: valuation, processing, insurance
- Annual property tax, which starts running from the moment you become the owner
How to check whether a price is realistic
The fastest check is to reduce the price to a per-square-metre figure and compare it against the range for that neighbourhood in the table above. If a listing sits well above the range, look for the reason — a new building, a garage, a full renovation, a view, a low floor with a lift. If it sits well below, look for the reason just as hard: unregistered status, a mortgage on the property, a co-owner who has not consented, or a floor with no lift.
Every valuation we do starts from the title sheet and from comparable sales we ourselves handled in the same neighbourhood over the previous twelve months. That is the only way to test a price against what was actually paid rather than what was asked.
Bottom line: key takeaways
- Apartments in Podgorica in 2026 most often sell between roughly EUR 1,300 and EUR 2,600 per square metre, depending on neighbourhood and building age.
- The most affordable stock is in Momišići and on the edges of Zabjelo and Stari Aerodrom; the most expensive is new build in City Kvart and Master Kvart plus addresses in Centar and Preko Morače.
- Set aside roughly 4 to 6 per cent of the price for transfer tax, the notary, the cadastre and any bank costs.
- A price well below the range for its neighbourhood almost always has a legal or technical reason that should be checked before any deposit.
- The advertised price is not the achieved price; with older stock in Podgorica there is usually room to negotiate, with sought-after new build there is almost none.
